There is a step in Emergency access identity verification process where user is supposed to insert his full phone number for the verification and request the OTP code to confirm the identity. 



If the request fails with the system error the problem may be:


  1. the phone number is wrong - check the number again
  2. the configuration of the SMS provider contains error - contact the administrator


For administrator: check the configuration of SMS Provider in Admin console (watch for typos?) and check the configuration of SMS provider also in Safewalk.
